As a part of its legal deposit duties, The National Library of Finland collects web pages from web servers that

  • have *.fi or *.ax domain names,
  • are located in Finland, or
  • contain subject matter that is targeted to the Finnish public.

The policy is to create a representative sample of web contents over time and subjects.

The Finnish Web Archive was launched in 2006. The size of the web archive is over 300 TB (2025).

The National Library of Finland collects a representative sample of content on the web with different types of harvests: the annual Finnish domain harvest, several continuous harvests and thematic harvests.

The content of Finnish newspapers websites and news sites are harvested by their publishing frequency. The library may request a web publisher to give access (behind paywalls etc.), to the web harvesting tool or to deposit their publications, when harvesting is not possible.

Access: The content of the Finnish Web Archive can be accessed only from the legal deposit workstations. These are located in legal deposit libraries and two special libraries located in Finland. Anyone can access the legal deposit workstations, but users cannot make digital copies of preserved material.
