From antique bytes to Unesco innovative memory: Web Archiving in the Netherlands

The 2023 IIPC Web Archiving Conference (WAC) is co-organized by the Netherlands Institute for Sound & Vision and KB, National Library of the Netherlands (KB). The in-person conference will be held at SV in Hilversum. These pages are dedicated to web archiving in the Netherlands and the web archiving initiatives from the hosting institutions.

 In few countries are residents as active and innovative on the internet as in the Netherlands. No less than 97% of the Dutch have access to the internet and no less than 88% use it on a daily basis. A large part of our lives now takes place on the internet and online heritage and is a vital part of our culture. This online heritage shapes our innovative memory: In the first years of Dutch internet, there were plenty of experiments with early forms of Social Media, virtual worlds and new ways of publication for art and literature. In addition, the Netherlands have an impressive digital history. In 1992, for a short time, half of the world's Web was Dutch (the third and fourth sites in the world were Dutch) and still the Dutch Web domain (.nl) is among the top five largest national Web domains in the world.

De web archiveringsconferentie van het International Internet Preservation Consortium (IIPC) wordt dit jaar gehouden in Hilversum, Nederland bij het Nederlands Instituut voor Beeld & Geluid (B&G). Bij de organisatie daarvan, krijgt B&G hulp van de KB, Nationale Bibliotheek van Nederland.  

In weinig landen zijn inwoners zo actief en innovatief op internet als in Nederland. Maar liefst 97% van de Nederlanders heeft toegang tot internet en niet minder dan 88% maakt er dagelijks gebruik van. Een groot deel van ons leven speelt zich inmiddels op het Internet af en ons internetgebruik is een onderdeel geworden van de Nederlandse cultuur. Het online erfgoed vormt daarom ons innovatiegeheugen: in de beginjaren van het Nederlandse internet werd er volop geëxperimenteerd met vroege vormen van sociale media, virtuele werelden en nieuwe publicatievormen voor kunst en literatuur. Daarnaast heeft Nederland een indrukwekkende digitale geschiedenis. In 1992 was korte tijd de helft van het wereldwijde web Nederlands (de derde en de vierde site van de wereld was Nederlands) en nog steeds behoort het Nederlandse webdomein (.nl) tot de top vijf van de grootste nationale webdomeinen in de wereld.

Web Archiving and the Network

Dutch heritage institutions and researchers are strongly in favor of conducting a national domain crawl of the Dutch web in the near future, just as is already happening in many countries, but because of our current legislation this is not possible yet. A joint effort to change the law and make a domain crawl possible has started. In the meantime, Dutch heritage institutions are working together under the banner of the Dutch Digital Heritage Network, to preserve as many websites and other online content as possible. We are sharing our knowledge through platforms such as Knowledge Network Information and Archives and working on a network-oriented approach around social media archiving.

Webarchiveren in het netwerk 

Nederlandse erfgoedinstellingen en onderzoekers zijn er dan ook groot voorstander van dat er op korte termijn een nationale domeincrawl van het Nederlandse web wordt uitgevoerd, net als in heel veel landen al gebeurt, maar vanwege onze huidige wetgeving is dat tot nu toe niet mogelijk. Een gezamenlijke lobby voor wetswijziging is gestart en ondertussen werken Nederlandse erfgoedinstellingen onder de vlag van het Netwerk Digitaal Erfgoed samen om toch zoveel mogelijk websites en andere online content te archiveren. We delen onze kennis via platformen als Kennisnetwerk Informatie en Archief en werken aan een netwerkgerichte aanpak rond sociale media-archivering.  

Selective Web Archiving

Libraries, archives and museums in the Netherlands are archiving selections of websites and other online content since 2007, in relation to their selection and content strategies. For example, Sound and Vision is preserving websites and audiovisual material, like videos from broadcasters and Dutch media organizations. KB has collected over 20,000 websites, that give us an insight in the born digital culture of the Netherlands. The National Archives has the task to archive websites and Social Media from the Dutch government. Around fifteen Dutch heritage institutions are archiving websites and other web content on a regular basis. Our joint efforts for this selective web archiving method, can be found in the National Register for Web Archives. For the past twenty years, we have preserved over 25,000 websites.

Selectieve webharvesting 

Bibliotheken, archieven en musea in Nederland bewaren sinds 2007 selecties van websites en andere online bronnen die inhoudelijk aansluiten bij hun verzamelgebied. Zo archiveert Beeld & Geluid websites en webvideo’s van omroepen en andere Nederlandse mediaorganisaties, die complementair zijn aan de collectie. De KB bewaart een selectie van ruim 20.000 websites in haar webcollectie die een momentopname vormen van de born digital cultuur van Nederland. Het Nationaal Archief draagt zorg voor de archivering van websites en sociale media van de Rijksoverheid op basis van de Archiefwet. Zo’n vijftien Nederlandse erfgoedinstellingen archiveren websites en andere webcontent op deze manier op reguliere basis. Onze gezamenlijke inspanningen ten behoeve van deze zogenaamde selectieve webarchivering zijn te vinden in het Nationaal Register Webarchieven. Zo hebben wij in de afgelopen twintig jaar gezamenlijk ruim 25.000 websites veiliggesteld.  

Access and Research

Archived websites are not online available in the Netherlands, with an exception for governmental websites. The only way we can provide access to the web archives, is in our reading rooms. Despite this, there is a growing interest of the general public and researchers to archived web content. Where we can, Dutch heritage institutions participate in scientific studies  using web archives and we actively invite researchers to explore our web collections. We are improving the availability of metadata and trying to achieve better access to our web archives. In addition, we are working on projects on web archeology.

Toegang en onderzoek 

Gearchiveerde websites zijn - op de websites van gemeenten en overheden na - vanwege de wet doorgaans niet online beschikbaar, maar uitsluitend in de leeszalen van de archiverende instellingen. Ondanks de beperkte beschikbaarheid van de webarchieven is er in Nederland een toenemende belangstelling van publiek en onderzoekers naar gearchiveerde websites. Waar mogelijk participeren Nederlandse erfgoedinstellingen in onderzoeken waarin webarchieven een rol spelen en we nodigen actief onderzoekers uit om onze webcollecties te gebruiken. We werken aan betere beschikbaarstelling van metadata en betere ontsluiting van onze webcollecties. Ook doen we aan projecten op het gebied van webarcheologie.

Welcome in the Netherlands!

The distances within the Netherlands are small, but our network is great! Our century old tradition of decentralized cooperation is reflected in how we are archiving online content in the Netherlands. As Sound & Vision and KB we are proud to welcome the international web archiving community in Hilversum, for this 20th anniversary of the IIPC WAC.

Welkom in Nederland! 

De afstanden in Nederland zijn klein, maar ons netwerk is groot. Onze eeuwenoude traditie van nauwe gedecentraliseerde samenwerking wordt weerspiegeld in hoe we als netwerk online bronnen archiveren. We zijn dan ook trots dat we samen, als Beeld & Geluid en KB, nationale bibliotheek de internationale webarchiveringsgemeenschap mogen verwelkomen in Hilversum voor deze twintigste editie van de WAC!
